Job summary

Katmai seeks a Senior Program Manager to oversee personnel, execution, and contract performance across the Fleet Training and Management (FTM) and Rating Career Domain Continuum (RCDC) programs under the Navy Learning Stack contract. You will interface with Government stakeholders and IPTs, guiding multi-discipline teams through planning, staffing, and delivery of contract objectives.

Qualifications

• Bachelor’s degree or higher in a related field.
• PMP certification or equivalent program management credential.
• Minimum of eight years of progressively responsible project/operations management experience.
• Minimum of three years of direct personnel supervisory experience.
• Experience managing Government contracts and multidisciplinary teams.
• Strong understanding of Agile, DevSecOps, and software lifecycle management.

Responsibilities

• Oversee workforce performance, resource allocation, risk mitigation, and stakeholder communication to meet contract deliverables and QASP/CDRL requirements.
• Lead day-to-day execution of FTM and RCDC program activities ensuring on-time, within-scope delivery.
• Supervise staff, provide mentoring, prioritization, and professional development.
• Coordinate staffing, onboarding, cross-training, and succession planning across multiple task areas.
• Establish priorities to optimize use of personnel resources across technical and non-technical workstreams.
• Monitor schedules, milestones, and performance metrics to ensure contractual commitments.
• Facilitate cross-functional coordination among software engineers, systems engineers, cybersecurity, analysts, trainers, and government stakeholders.
• Conduct regular status reviews, risk assessments, and performance discussions with staff and leadership.
