Job summary

Concept Plus, LLC is seeking a seasoned Program Manager to lead an Oracle eBusiness/OCI hosted services program for DoD customers. The PM will oversee 80+ FTEs, manage governance, risk, and delivery, and ensure secure, compliant, and on-time outcomes.

The ideal candidate holds a PMP, extensive DoD program experience, and deep knowledge of cloud hosting, ERP platforms, and DESMF-aligned processes. A TS access preference is noted for sensitive scopes.

Qualifications

Bachelor's degree required in IT, CS, Engineering, Business or related field.
Minimum 10 years of progressive IT program management experience.
At least 5 years managing large-DoD IT programs in a prime contractor role.
PMP certification is required.
Working knowledge of cloud hosting environments and ERP platforms.
Understanding of DevSecOps principles and RMF/ATO processes.
Experience with DESMF and agile execution in government environments.
Experience managing CDRL deliverables, FAR/DFARS compliance, EVMS.

Responsibilities

Serve as the single point of accountability for program governance, delivery, and performance across all contract areas.
Interface with key stakeholders and manage the Program Management Plan and IMS.
Oversee 80+ FTE workforce and ensure staffing within defined timelines.
Manage program risk register and drive mitigation activities.
Oversee all contract deliverables including transitions, architecture, data migration, security, DR/COOP, and reporting.
Ensure 24/7/365 operations with follow-the-sun staffing and rapid incident response.
Align contractor work with government agile strategies and service management standards.
