Job summary

Concept Plus, LLC is seeking an experienced Program Manager to lead an Oracle eBusiness/OCI hosted common services program. You will manage a workforce of 80+ professionals across engineering, cloud ops, cybersecurity, data management, and AI/ML to build, integrate, and sustain Oracle applications in OCI.

You will own the PMP/IMS, interface with stakeholders, and ensure on-time, compliant delivery with cost targets.

Qualifications

Bachelor’s degree in IT, Computer Science, Engineering, Business Administration, or a related field.
10+ years of progressive IT program management experience.
5+ years managing large-scale DoD IT programs in a prime contractor role.
PMP certification required.
Experience with RMF/ATO processes and DESMF.
Active Secret clearance (or ability to obtain TS).

Responsibilities

Own program governance, delivery, and performance for contract task areas.
Interface with key stakeholders across the program.
Maintain the Program Management Plan (PMP) and IMS.
Ensure tasks are properly resourced and traceable to contract requirements.
Field and sustain a workforce of 80+ FTEs; onboard cleared staff within 30 days.
Oversee contract deliverables, transition, architecture, staffing, security, DR/COOP, and status reporting.
Ensure 24/7/365 operations with follow-the-sun staffing and rapid incident response.
Align contractor work with Government agile strategy and DESMF service management.
Oversee program finances, BOE maintenance, and compliance with RMF/DoD rules.
