About the Role

We are seeking a highly experienced and strategic Senior Program Manager to lead and oversee complex infrastructure and energy projects at a national scale. This hybrid role is based in Pennsylvania and involves guiding multiple project teams, driving cross‑functional collaboration, and delivering mission‑critical programs with a focus on innovative energy and data center infrastructure.

As a senior leader in our program management office, you will set strategic direction, ensure operational excellence, and mentor Program Managers and Administrators. This position demands a visionary leader passionate about infrastructure innovation, sustainability, and building the future of digital and energy infrastructure.

Key Responsibilities
Strategic Leadership & Program Oversight
  • Lead the planning, execution, and delivery of large‑scale infrastructure programs across multiple states and diverse energy projects.
  • Develop and manage integrated program roadmaps, master schedules, and delivery frameworks that synchronize engineering, procurement, and construction (EPC) workstreams.
  • Define program governance frameworks, processes, and best practices to ensure consistency and high performance across projects.
  • Develop and monitor comprehensive budgets with detailed CAPEX/OPEX allocations, incorporating contingency reserves and scenario planning.
  • Drive program‑level risk management, proactively identifying challenges and implementing mitigation strategies.
  • Oversee resource planning and allocation to optimize capacity and maximize outcomes across teams.
  • Develop and maintain executive‑level reporting, dashboards, and communication channels to inform stakeholders and senior leadership.
  • Provide leadership, mentorship, and professional development to Program Managers and Program Administrators.
  • Foster a high‑performing, collaborative culture aligned with organizational values and strategic goals.
  • Promote continuous improvement and innovation in program management methodologies and tools.
  • Contribute to strategic planning sessions with executive team members.
Stakeholder & Partner Engagement
  • Build and sustain strong relationships with clients, regulatory bodies, vendors, and internal teams.
  • Lead negotiations, escalated issues as needed, and facilitate resolution to maintain program momentum and stakeholder satisfaction.
  • Represent the organization at industry forums, regulatory meetings, and external partnerships.
Quality & Risk Management
  • Own risk management framework across large‑scale programs, leading early identification, assessment, mitigation planning, and contingency development.
  • Facilitate risk identification workshops and maintain comprehensive risk registers to support proactive issue resolution and informed decision‑making.
  • Lead compliance initiatives across environmental, safety, and regulatory domains at local, state, and federal levels, ensuring continuous alignment with evolving legal and industry standards.
  • Champion enterprise‑wide quality assurance by establishing program‑specific standards, control mechanisms, and testing procedures—particularly for complex data center and infrastructure environments.
  • Ensure all program deliverables meet or exceed established performance metrics, regulatory requirements, and stakeholder expectations, maintaining audit‑readiness and accountability throughout execution.
Financial & Operational Excellence
  • Manage program budgets, forecasts, and financial performance to ensure alignment with organizational objectives.
  • Oversee contract management, procurement processes, and vendor performance for key projects.
  • Ensure compliance with regulatory requirements, quality standards, and safety protocols across all programs.
Innovation & Strategic Growth
  • Champion integration of emerging technologies, renewable energy solutions, and AI infrastructure within program delivery.
  • Identify opportunities for growth, process optimization, and operational efficiency at the program and portfolio levels.
Qualifications & Requirements
Education & Experience
  • Bachelor’s or Master’s degree in Engineering, Construction Management, Energy Management, or related technical field.
  • 10+ years of progressive experience in program management, with 5+ years in leadership roles managing large‑scale infrastructure or energy programs.
  • Proven track record of successfully delivering complex, multi‑million‑dollar projects with cross‑functional teams.
  • Project Management Professional (PMP), Program Management Professional (PgMP), or equivalent certification preferred.
Technical & Domain Expertise
  • Deep expertise in data center infrastructure, energy systems (electricity, natural gas, liquid fuels, RNG), and critical infrastructure development.
  • Experience with High‑performance computing environments or next‑gen data platforms at scale is preferred.
  • Strong knowledge of project management frameworks, enterprise scheduling tools (e.g., Primavera, MS Project), and financial management.
  • Experience with regulatory compliance, permitting, and risk management in energy or infrastructure sectors.
  • Familiarity with AI infrastructure and cutting‑edge digital technologies is a strong plus.
  • Proven ability to coordinate across OEMs, EPCs, utilities, and regulatory agencies to ensure integrated delivery and compliance.
  • Proficient in building management systems (BMS) and data center infrastructure management (DCIM) platforms to support operational visibility and efficiency.
  • Committed to sustainability and energy efficiency, with experience implementing best practices to reduce environmental impact and optimize lifecycle performance.
  • Exceptional strategic thinking, decision‑making, and leadership capabilities.
  • Excellent communication, negotiation, and stakeholder management skills.
  • Ability to lead through influence and foster collaboration in matrixed and diverse teams.
  • Strong analytical skills with a focus on data‑driven decision‑making and performance metrics.
