Job summary

Spry Methods in Linthicum, MD seeks a seasoned Program Manager to lead all contract activities, manage personnel and subcontractors, and ensure high-quality performance. You will interface with Government stakeholders and drive staffing, planning, compliance, and risk management in a security-focused environment.

You will oversee financial execution, prepare reports, and coordinate executive briefings while maintaining adherence to contract requirements and security policies.

Qualifications

• Active TS/SCI clearance or ability to obtain and maintain TS/SCI eligibility.
• PMP certification required.
• Bachelor's degree in Business, Management, IT, Cybersecurity, Intelligence or related field.
• Minimum 10 years of program or project management experience on complex contracts.
• 5+ years staffing/workforce planning and manpower determination.
• 5+ years financial management, performance monitoring, and metrics analysis on government contracts.
• Experience leading multidisciplinary teams in cybersecurity/information tech missions.
• Strong knowledge of risk management, QA, performance metrics, scheduling, and contract compliance.
• Excellent verbal and written communication, with briefing senior governoMent leadership.

Responsibilities

• Provide overall management and oversight of program activities, personnel, and subcontractors.
• Interface between government stakeholders and contractor leadership with clear, timely communications.
• Manage staffing, workforce planning, schedules, milestones, deliverables, and financial execution.
• Develop and maintain PM, risk, staffing plans, org charts, and transition plans.
• Prepare monthly status reports, executive briefs, performance updates, and contract documentation.
• Monitor program quality, contract compliance, risks, and corrective actions.
• Lead kickoff meetings, tech status reviews, and stakeholder coordination meetings.
• Identify and address contractual, staffing, schedule, performance, and resource issues.
• Ensure all program requirements align with PWS, security requirements, and government direction.
