Job summary

General Dynamics Information Technology in the DC metropolitan area seeks a Sr. Program Manager to lead the VA Office of Information Technology (OIT) BAM Portfolio, coordinating cross-functional teams and strategic initiatives.

You will drive agile practices, oversee CI/CD-enabled deliveries, manage complex integrations, and translate technical concepts for non-technical stakeholders while guiding vendor relationships and governance.

Qualifications

  • 10+ years of portfolio/project management experience
  • 7+ years of experience working in agile environments
  • 4+ years of experience in requirements management
  • IT Governance experience with DevOps practices and tools, such as continuous integration and continuous deployment (CI/CD).
  • Experience with software development methodologies, such as Agile, Scrum, or Waterfall.
  • Experience in managing transitions for applications with complex integrations, such as APIs, data migrations, or third-party integrations.
  • Strong understanding of IT infrastructure, including networks, servers, and databases

WHAT YOU'LL NEED TO SUCCEED:
EXPERIENCE:
  • 10+ years of portfolio/project management experience

  • 7+ years of experience working in agile environments

  • 4+ years of experience in requirements management

  • Experience in managing vendor relationships

TECHNICAL SKILLS:
  • Experience with IT service management frameworks and methodologies, such as ITIL, Agile, and/or CMMI.

  • Experience with project management tools, such as JIRA, Asana, or MS Project.

EDUCATION:
  • Bachelor's degree in business, Computer Science, or IT; four additional years of related experience may be substituted for a degree.

The likely salary range for this position is $147,292 - $199,278. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
