Job summary

General Dynamics Information Technology is seeking a seasoned Technical Program Manager to lead large, cross-functional government and defense programs from concept through delivery. You will shape requirements, timelines, and deliverables while coordinating engineering, product, and security teams on mission-critical capabilities.

The role requires a Top Secret SCI clearance with a polygraph, 15+ years of relevant leadership, and the ability to operate on a customer site in McLean, VA.

Technical Competencies
  • Strong understanding of software development lifecycle (SDLC), system architecture, cloud technologies, and/or hardware integration.
  • Ability to translate complex technical concepts into clear requirements, timelines, and deliverables.
  • Proficient in Agile, Scrum, SAFe, or other modern delivery frameworks.
  • Familiarity with DevSecOps practices, testing frameworks, CI/CD pipelines, and system reliability engineering principles.
  • Experience with project management tools (e.g., Jira, Azure DevOps, Confluence, MS Project).
  • Experience leading large, cross-functional technical programs from concept through delivery.
  • 10+ years of experience in technical program or project management, systems engineering, or product development roles.
Program Leadership & Execution
  • Own program planning, scheduling, resource coordination, risk management, and overall execution.
  • Drive alignment across engineering, product, operations, cybersecurity, and leadership teams.
  • Build and maintain detailed program roadmaps, milestones, and dependency frameworks.
  • Identify, track, and mitigate program risks and issues with a proactive approach.
  • Ensure delivery of technical capabilities that meet requirements for quality, security, and compliance.
Communication & Stakeholder Management
  • Strong executive communication skills, with the ability to brief senior leadership and external stakeholders.
  • Facilitate cross-functional discussions to resolve technical and programmatic conflicts.
  • Prepare program dashboards, status reports, and decision-ready briefing materials.
  • Act as the central point of contact for all program communications.
Strategic & Analytical Skills
  • Ability to analyze complex problems, evaluate trade-offs, and drive data-informed decisions.
  • Support long-term technical strategy, capability roadmapping, and resource planning.
  • Demonstrated ability to balance tactical execution with strategic direction.
Leadership & Collaboration
  • Lead matrixed teams without direct authority; influence technical and business partners.
  • Foster a culture of accountability, transparency, and continuous improvement.
  • Mentor teams on program discipline, requirements quality, and execution best practices.

  • Education: Bachelor’s degree in Computer Science, Engineering, or a related technical discipline, or the equivalent combination of education, technical certifications or training, or work experience.

The likely salary range for this position is $191,250 - $258,750. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
