Job summary

MDH Behavioral Health Administration is seeking a Program Manager to lead the Office of Overdose Prevention and Education within the Division of Prevention and Promotion. You will guide Maryland’s statewide drug user health program, administer OD prevention services, and oversee MOUD expansion efforts with a focus on equity, recovery, and health for all Marylanders affected by substance use.

Qualifications

• Bachelor's degree and six years of health or human services administrative or professional experience, including three years at a supervisory or managerial level.
• Master's degree will substitute for one year of general experience and a Doctorate will substitute for two years of general experience.
• Additional experience will substitute on a year-for-year basis for the college degree.

Responsibilities

• Lead Maryland’s statewide drug user health program infrastructure and oversee the development, implementation, and oversight of programs aimed at reducing substance use-related morbidity and mortality.
• Administer Drug User Health Services, including overdose education and naloxone distribution (OEND), OADPOP, MOUD, SBIRT, and MACS.
• Oversee efforts to expand access to buprenorphine in community-based settings through the MOUD Intervention Unit.
• Provide strategic leadership to ensure programs are fiscally accountable and compliant with guidelines.
• Represent BHA in multi-agency collaborations and advise senior leadership on policy and funding priorities.
