Job summary

Hill International, a leading program and construction management firm in Los Angeles, seeks a Sr. Program Manager to lead complex capital programs from planning through closeout under the CMGC method. The role requires extensive experience with large facilities and public-sector projects in California.

The candidate will serve as Owner's representative, manage budgets and risk, and coordinate with executives and stakeholders to drive on-time, on-budget delivery.

Qualifications

  • Bachelor's degree or higher in a relevant field.
  • Minimum 20 years of progressively responsible experience managing major facility construction projects.
  • Experience with CMGC, CMAR, Design-Build, or other delivery methods.

Responsibilities

  • Serve as Owner's representative for executive stakeholders and project partners.
  • Lead planning, permitting, design, procurement, construction, occupancy and closeout for major capital projects.
  • Manage scope, schedule, budget, quality, and risk with performance metrics.
  • Create and manage the contract deliverables matrix ensuring alignment with terms.
  • Provide executive-level reporting, presentations, and recommendations.
  • Lead a large team of employees, subconsultants, and stakeholders to drive program execution.
  • Manage CMGC procurement, RFQ/RFP development, evaluations, and negotiations.
  • Collaborate between design team and CMGC contractor during preconstruction.
  • Facilitate constructability reviews, value engineering, and risk assessments.
  • Coordinate GMP development and negotiation; ensure alignment of scope, budget, schedule.
  • Promote partnering to minimize disputes and maximize project success.
  • Oversee design through all phases, review operations, space programming, and systems.
  • Direct cost estimating and budget validation; monitor safety, quality, and schedule.
  • Coordinate inspections, testing, commissioning, and regulatory approvals.
  • Ensure turnover, occupancy, and operational readiness of facilities.
  • Ensure compliance with building codes, procurement regulations, safety standards.
  • Coordinate with executives, facilities, operations, technology teams, and end users.
  • Engage with public agencies, permitting authorities, utilities, and stakeholders.
  • Lead meetings, decisions, and executive briefings.
  • Identify risks and mitigations for successful delivery.
  • Develop and manage the overall project budget; monitor expenditures.
