Job summary

Parkland Health is seeking a seasoned evaluation professional to lead complex Healthy Start program evaluations, applying advanced methods in epidemiology, statistics, and health data analysis to assess maternal and infant health outcomes.

You will define evaluation strategies, design data collection and reporting standards, interpret findings, and collaborate with leadership, clinical teams, community partners, and funders to drive evidence-based improvements and regulatory reporting.

Qualifications

• Bachelor degree required.
• 5 years of experience in public health, business administration, or social services.
• Equivalent education and/or experience may substitute for both education and experience.
• No certifications required or/licenses specified.

Responsibilities

• Assess overall effectiveness, quality, reach, and impact of Healthy Start programs using established evaluation frameworks and health outcomes.
• Define evaluation strategies, project plans, methodologies, and reporting standards for complex initiatives.
• Design systems to collect, validate, analyze, and report quantitative and qualitative data related to participation, service delivery, outcomes, disparities, and grants.
• Conduct advanced statistical analyses, program evaluations, needs assessments, surveys, and focus groups to measure performance and identify gaps.
• Interpret findings to develop evidence-based conclusions and actionable recommendations.
• Confer with program leadership, clinical teams, community partners, funders, and other stakeholders to communicate findings and support decision-making.
• Coach staff on data collection, performance measures, and evaluation methods.
• Ensure compliance with privacy, research standards, grant conditions, and reporting deadlines.
