Job summary

AECOM is seeking a Budget Manager for our Baltimore, MD office to support the BPTR Program and other project opportunities. You will oversee budgets, accruals, costs, forecasts, and cost contingency, coordinating with Program Controls Lead and finance teams.

The ideal candidate has extensive experience in large-scale rail/transportation programs and strong analytical skills. This full-time role is based on-site in Baltimore with opportunities to support multiple projects within AECOM’s BPTR

Qualifications

• Bachelor's degree in Accounting, Finance, Business Administration, or related field.
• 10+ years of experience budgeting in construction or related sectors.
• Experience with contracts, billing, payments, and compliance.
• Experience reviewing payment applications and supporting documentation.
• Strong analytical skills and attention to detail.
• Proficiency in Microsoft Office: Excel, Word, Outlook.

Responsibilities

• Manage and oversee overall program budgets, accruals, actual costs, forecasts, and cost contingency.
• Collects and report out on budgets, Commitments, actuals, incurred, contingency, and forecast costs.
• Work with project management to complete projects within the allocated budget.
• Identify cost-saving opportunities and mitigate financial risks in coordination with the risk management team.
• Maintain the cost control system and ensure cost management procedures remain current, consistently applied, and followed.
• Analyze cost data to identify trends and discrepancies.
• Collect cost impacts for potential changes and implement changes upon approval.
• Manage contractor invoice reviews to confirm compliance with contractual financial requirements.
• Oversee the cost management team to ensure alignment and support is being provided across the program appropriately and effectively.
