Job summary

AECOM is seeking a Budget Manager for our Baltimore, MD office to support the BPTR program and other project opportunities. The ideal candidate will have extensive experience in large-scale rail, transit, transportation, or heavy civil infrastructure programs with budget management responsibilities.

The role involves overseeing budgets, accruals, forecasts, and cost controls, coordinating with multiple teams, and leading cost reporting.

Qualifications

• Bachelor's degree in accounting/finance or related field.
• Ten years of experience managing budgets or equivalent.
• Experience with construction contracts, billing procedures, and compliance.
• Experience reviewing contractor payment applications and supporting docs.
• Strong analytical skills and exceptional attention to detail.
• Proficiency in Microsoft Office Suite, especially Excel.

Responsibilities

• Manage and oversee overall program budgets, accruals, actual costs, forecasts, and cost contingency.
• Collect budgets, commitments, actuals, incurred, contingency, and forecast costs.
• Work with project management to complete projects within the allocated budget.
• Identify cost-saving opportunities and mitigate financial risks with the risk management team.
• Maintain the cost control system and ensure cost management procedures remain current and followed.
• Analyze cost data to identify trends and discrepancies.
• Collect cost impacts for potential changes and implement changes upon approval.
• Manage contractor invoice reviews to confirm compliance with contractual financial requirements.
• Oversee the cost management team to ensure alignment and support across the program.
• Develop, maintain, and improve cost management processes, procedures, guidelines, and templates.
• Maintain PMIS Cost Control Module and coordinate with Commercial on PMIS and Contracts alignment.
• Work with Schedule group to develop Time-Phases forecasts aligned with Master Schedule.
• Support Change Management by collecting cost impacts for changes.
• Lead monthly cost reporting at the Program level with variance analysis.
