Job summary

Celestar is seeking a Senior Program Analyst to support the U.S. Army National Guard Bureau in Arlington, VA. The role requires an active Top-Secret clearance and a strong background in policy, program management, and data-driven decision making.

The successful candidate will lead planning and execution of complex initiatives, mentor staff, and deliver briefings to senior leadership and government clients. A Bachelor’s degree and 15 years of related experience are required.

Qualifications

Bachelor's degree in public administration, business, social science, or related field.
15 years of Federal, State, or private sector experience focused on policy, administration, program management, and/or compliance.
Excellent written and verbal communication skills to prepare reports and present findings.
Strong ability to interpret complex data, identify trends, and conduct research.
Ability to evaluate situations and provide/create effective solutions.
Strong ability to work independently, troubleshoot under pressure, and act as a liaison between DoD, state, and local agencies.
Proficient with Microsoft Suite and ETMS2.
National Guard Experience preferred.
