Job summary

Celestar is seeking a Senior Program Analyst to support the U.S. Army National Guard Bureau in Arlington, VA. The role requires an active Top-Secret clearance and a strong background in policy, program management, and data-driven decision making.

The successful candidate will lead planning and execution of complex initiatives, mentor staff, and deliver briefings to senior leadership and government clients. A Bachelor’s degree and 15 years of related experience are required.

Qualifications

• Bachelor's degree in public administration, business, social science, or related field.
• 15 years of Federal, State, or private sector experience focused on policy, administration, program management, and/or compliance.
• Excellent written and verbal communication skills to prepare reports and present findings.
• Strong ability to interpret complex data, identify trends, and conduct research.
• Ability to evaluate situations and provide/create effective solutions.
• Strong ability to work independently, troubleshoot under pressure, and act as a liaison between DoD, state, and local agencies.
• Proficient with Microsoft Suite and ETMS2.
• National Guard Experience preferred.
• U.S. Citizen

Responsibilities

• Lead the planning, execution, and evaluation of complex organizational initiatives, acting as a high-level expert in data-driven decision-making.
