Job summary

phia LLC seeks a Senior Program Analyst / Requirements Manager to support a program management office by establishing and executing enterprise portfolio and requirements management processes. You will define, prioritize, schedule, cost, and track requirements across the enterprise and partner with leaders on budget, intake, and adjudication.

Qualifications

• Experience leading large, complex government programs.
• Ability to develop and manage schedules in MS Project.
• Knowledge of Earned Value and project controls concepts.
• Experience managing full change lifecycles in processes/systems.
• Expertise across requirements, capability development, procurement, and resources.
• Ability to synthesize complex information into executive-ready reports.

Responsibilities

• Maintain requirements intake and traceability artifacts.
• Prepare read-ahead reports and materials for boards and publish minutes.
• Maintain portfolio health summaries and identify gaps and trends.
• Build and maintain an enterprise IMS aligned to WBS; run monthly reviews.
• Develop cost, schedule, and performance dashboards with variance analysis.
• Identify cost savings through portfolio rationalization.
• Support acquisition planning and market research for tools and equipment.
• Communicate risks, issues, and opportunities to leadership.
