phia LLC in Central Maryland is seeking a Senior Program Analyst / Requirements Manager to support a program management office in establishing, maintaining, and executing enterprise portfolio and requirements management processes. You will develop methodologies, tools, and documentation to define, prioritize, schedule, cost, and track requirements across the enterprise.

Qualifications

• Bachelor's degree and 8+ years of relevant experience; Master's degree 6+ years or PhD 3+ years.
• Active Secret clearance required; TS/SCI eligibility.
• Citizenship: U.S. Citizen.

Responsibilities

• Maintain intake log for unfunded requirements and produce traceability artifacts.
• Prepare read-ahead reports and decision-support materials for requirements prioritization boards.
• Maintain a repository of historical decisions and deliver monthly portfolio health summaries.
• Build and maintain an enterprise IMS in MS Project; conduct monthly critical path and schedule risk assessments.
• Develop and update a cost, schedule, and performance dashboard with variance analysis and risk registers.
• Identify cost savings through portfolio rationalization and acquisition planning.
