Job summary

Concurrent Technologies Corporation (CTC) seeks a qualified Lead Program Analyst to support DoD capital investment and infrastructure initiatives at Camp Pendleton, CA. This hybrid role emphasizes program management, governance, and data analysis to enhance energy resilience and mission readiness.

The ideal candidate will coordinate with multiple stakeholders, develop performance metrics, manage budgets, and prepare executive documentation for MILCON, FSRM, and related programs.

Qualifications

• Bachelor’s degree in relevant discipline.
• 6+ years of experience working with Government or DoD/DoN/USMC programs, real estate, real property, MILCON project development, or capital investment.
• Knowledge of Force Design and Barracks 2030 initiatives.
• Experience leading capital investment programs within DoD or federal facilities organizations.
• Familiarity with MILCON planning processes and related policy frameworks (e.g., MCO 11000.5).
• Experience developing governance materials, charters, agendas, minutes, and After‑Action Reports for senior-level working groups.
• Strong stakeholder engagement skills across headquarters, regional commands, and cross-functional teams.
• Ability to manage multiple projects and meet tight deadlines.
• Experience with Microsoft Office suite (MS Teams, Word, Excel, PowerPoint).

Responsibilities

• Serves as a senior-level advisor and regional point of contact for Force Design and Barracks 2030 initiatives.
• Performs project management activities tracking cost, schedule, and performance metrics for oversight.
• Interfaces with Regional Facilities Officer as primary contractor liaison.
• Assists with infrastructure planning, budgeting, and MILCON, FSRM program execution.
• Supports operation and maintenance of information management systems and dashboards.
• Establishes and monitors performance metrics to evaluate strategy effectiveness.
• Provides technical support for Real Property Inventory activities and accountability requirements.
