Qualifications

• Specialized experience formulating, presenting, and executing multi-year program and budget estimates across multiple funding sources.
• Monitoring and evaluating program funds, analyzing obligation and spending trends, and coordinating reprogramming actions or budgetary adjustments.
• Interpreting budget policies, legislative directives, and agency guidelines to assess their programmatic impact and adjust plans accordingly.

Responsibilities

• Collaborate with project managers, engineering, construction, operations, and real estate managers in preparing and submitting programming documents.
• Prepare comprehensive justification data, briefing materials, and formal responses; present financial and operational performance metrics to leadership and external stakeholders.
• Analyze, interpret, and apply federal budget policies, legislative directives, and agency guidelines to assess their programmatic impact and adjust plans accordingly.
• Monitor and evaluate program funds to ensure optimal utilization; analyze spending trends and coordinate reprogramming or budgetary adjustments.
• Conduct evaluations of program efficiency and provide advisory services on resource allocation and process improvements.
