Job summary

Prometheus Federal Services (PFS) seeks a Senior Program Analyst to support analysis and evaluation of healthcare program effectiveness as the Veterans Health Administration implements a redesign of operating functions.

The role develops job descriptions, SOPs, and policies while shaping key performance indicators and governance processes to improve program performance and reporting across service areas for ongoing initiatives.

Qualifications

• BA/BS degree required.
• Minimum of 8 years of relevant professional experience.
• Experience conducting program reviews, program evaluation, and outcome measurement.
• Experience identifying program resources and developing program reports.
• Ability to support program operations against established goals and objectives.
• Strong written and oral communication, presentation, and facilitation skills at an executive level.
• Experience with VHA performance systems and platforms (CDW, VSSC).
• Knowledge of SharePoint Online and Office 365 at an expert level.
• Authorized to work in the U.S. indefinitely without sponsorship.
• Ability to obtain and maintain a VA Low/NACI background investigation.

Responsibilities

• Assist in identifying program resources and supporting long-term staffing analysis for functions impacted by new systems.
• Develop program reports, status products, and executive-level briefing materials.
• Support planning, coordination, risk management, and status reporting.
• Support reporting and analytics activities, identifying gaps in current reporting practices and recommending improvements.

Position Summary

Prometheus Federal Services (PFS) is a trusted partner of federal health agencies. We are seeking a Senior Program Analyst to support analysis and evaluation of healthcare program effectiveness as the Veterans Health Administration (VHA) implements an organizational redesign and stands up new operating functions. The analyst supports development of job descriptions, standard operating procedures, and policies. Additionally, this role supports the development of key performance indicators and the associated governance systems in support of their reporting, review, monitoring, and improvement strategies.

Essential Duties & Responsibilities

• Support VHA in the analysis and evaluation of healthcare program effectiveness across service categories
• Conduct program reviews using systematic methods to assess the quality of current and future VHA programs and determine ways to improve them

• Support integrated performance teams (IPTs) in the development of reporting and governance structures
• Provide input on program evaluation and on the improvement of the organization and management of projects and programs to increase productivity and program performance
• Assist in the identification of program resources and support long-term staffing analysis for functions impacted by new systems and workflows
• Develop program reports, status products, and executive-level briefing materials
• Support planning, coordination, risk management, and status reporting
• Support reporting and analytics activities, identifying gaps in current reporting practices and recommending improvements

Minimum Qualifications

• Bachelor's degree (BA/BS) required
• Minimum ofeight (8)years of relevant professional experience
• Demonstrated experience conducting program reviews, program evaluation, and outcome measurement
• Experience identifying program resources and developing program reports
• Demonstrated ability to support program operations against established goals and objectives
• Strong written and oral communication, presentation, and facilitation skills at an executive level
• Experience with VHA performance systems and platforms (CDW, VSSC)
• Knowledge of SharePoint Online, Office 365, at an expert level
• Authorized to work in the U.S. indefinitely without sponsorship
• Ability to obtain and maintain a VA Low/NACI background investigation

Preferred Qualifications

• Experience with substantive programs focused on Veterans health care
• Experience with organizational redesign
• Change management certification (PROSCI)
• Experience in program management and coordination
• Experience supporting VHA
• Knowledge of Access and Excel spreadsheets, macros, and executive-level reporting
