Job summary

The State of Indiana, through the Indiana Housing and Community Development Authority (IHCDA), seeks an experienced Program Accountant to manage deposits, payments, and monthly reconciliations within federal and state grants frameworks.

You will record transactions, support drawdowns, and help prepare reports while coordinating with program staff on budgets and compliance. Expect collaboration, training, and a focus on accuracy and process improvement.

Qualifications

• Bachelor’s degree in Accounting or Finance required.
• 4+ years of accounts payable, trial balance reconciliation, and journal entry preparation.
• Experience with accounts payable and accounts receivable software; Dynamics GP preferred.
• Demonstrates exceptional customer service behavior and positive attitude.
• Experience with Federal and State Grants Management and draw systems.
• Experience with Federal and State Grant Accounting and Budgeting on both programmatic and accounting sides.
• Knowledge of laws and procedures in state and federal grants environment.
• Ability to analyze budget plans and ensure funds are spent down efficiently.
• Experience with financial analyses of award portfolios.

Responsibilities

• Provide collaboration in all areas, including customer service and professionalism.
• Serve as a department SME for Program Accounting systems; provide training and support.
• Record cash transactions and maintain support for transaction tracking.
• Review and process claims, perform journal entries, and assist with reconciliations.
• Coordinate and participate in projects for Grants Management System enhancements.
• Maintain IHCDA systems and spreadsheets for federal draw systems such as IDIS/Eloccs/PMS.
• Create and update procedure manuals for processing transactions.
• Research regulatory and programmatic issues as needed.
• Participate in Continuous Improvement activities at IHCDA.
• Assist other program accountants and train staff as needed.
