Job summary

Dallas County seeks a Senior Product Owner to lead strategic product planning and end-to-end lifecycle management for complex digital products. You will partner with developers, analysts, UX designers, architects, and stakeholders to deliver measurable value aligned with County goals.

You will mentor product teams, drive backlog prioritization, define epics and user stories, and oversee governance, testing, and releases across environments.

Qualifications

• Bachelor's degree or equivalent in a relevant field.
• Minimum 5 years of product management, business analysis, or IT project leadership.
• Certifications preferred: CSPO, SAFe PO/PM, UX, ITIL.

Responsibilities

• Drives execution of high-impact product initiatives from backlog to release.
• Owns backlog prioritization aligned with objectives and user outcomes.
• Defines epics and user stories with clear acceptance criteria.
• Leads sprint planning, refinement, demos, and retrospectives for multiple teams.
• Coordinates releases across environments with testing and stakeholder validation.
• Monitors KPIs to measure performance and identify improvements.
• Manages scope, dependencies, and risks in coordination with cross-functional leads.
• Develops and maintains roadmaps with product managers and stakeholders.
• Translates business goals and user needs into deliverable features and releases.
• Collaborates with architecture and engineering to evaluate feasibility and scalability.
• Facilitates requirement workshops and solution ideation with users.
• Balances desirability, feasibility, and viability in planning decisions.
• Ensures alignment between tactical execution and platform evolution.
• Supports product intake, business case development, and prioritization processes.
• Champions accessibility and user-centered design throughout lifecycle.
• Defines standards for story quality, documentation, and testing readiness.
• Uses feedback from users and analytics to drive product improvement.
• Collaborates with QA to establish testing strategies.
• Identifies bottlenecks and recommends Agile improvements.
• Promotes backlog grooming and releases readiness procedures.
