Job summary

Riverside Research Institute is seeking a Product Owner Proxy to drive strategy, policy, processes, and implementation activities for software modernization efforts supporting NASIC and partner agencies. The role includes product‑ownership for complex SIGINT and ELINT modernization tools such as SMTFF, requiring coordination across multi‑agency user communities.

Qualifications

• Top Secret clearance with SCI adjudication.
• Bachelor’s degree in computer science, information technology, physics, mathematics, or related fields.
• 8+ years of experience spanning IT project management, system administration, and/or software development.
• Familiar with SIGINT/ELINT exploitation tradecraft and intelligence production, ideally within the NASIC environment.
• Understanding of agile software development concepts.
• Strong communication, organization, and analytical skills.
• Self‑motivated, independent, detail‑oriented, responsible team player.

Responsibilities

• Collaborate with stakeholders to design and deliver capabilities aligned with modernization priorities.
• Facilitate Technical Exchange Meetings with ELINT SMEs to refine workflows and UI needs.
• Provide technical leadership across vision, design, and oversight of complex projects.
• Using Agile, develop, implement, monitor, and close out project plans, backlogs, and sprints.
