Job summary

The Maryland Department of the Environment (MDE) seeks a Procurement Officer II to manage procurement of equipment, services, supplies, software, hardware, and other items. You will solicit, evaluate, negotiate, and award contracts in accordance with COMAR Title 21 and Office of State Procurement guidelines.

The selected candidate must obtain the Certified Maryland Procurement Officer Certification from the Maryland Department of General Services within one year of appointment.

Qualifications

• Seven+ years of experience in contract management or procurement, with duties such as soliciting, evaluating, negotiating and awarding contracts.
• Experience ensuring compliance with governmental procurement laws, regulations and conditions.
• Ability to plan, prepare and complete clear, professional documentation for contracts.

Responsibilities

• Perform complex purchasing tasks for formal and informal agency procurements.
• Work independently to meet agency needs while following state laws and policies.
• Collaborate with management to assist with research, justifications, and scopes of work.
• Prepare and complete professional documentation for all contracts.
