Job summary

The role combines hands-on execution with strategic leadership, owning procurement plans, schedules, and vendor engagement across public-sector initiatives. Austin-area candidates only, with deep experience in IT services and contracting.

Qualifications

  • 8+ years of progressive experience leading and executing complex procurement, contracting, acquisition, or related procurement project activities.
  • Experience supporting large-scale technology modernization, systems integration, managed services, cloud/data, enterprise software, or similarly complex IT initiatives and procurements.
  • Experience leading complex technology, systems integration, software, or professional IT services procurements.
  • Experience leading procurement teams while remaining directly involved in procurement execution and deliverable development.
  • Experience managing end-to-end competitive technology solicitations, including requirements/scope development, solicitation development, vendor communications and Q&A, evaluation activities, vendor presentations/demonstrations, vendor selection, negotiations, and contract award.
  • Experience developing complex procurement documentation, including statements/scopes of work, requirements, evaluation criteria, solicitation attachments, schedules, and supporting materials.
  • Strong project management skills with ability to drive multiple procurements, stakeholders, dependencies, reviews, approvals, and deadlines through completion.
  • Strong written communication, facilitation, negotiation, stakeholder management, and executive communication skills.

Responsibilities

  • Lead and work alongside procurement and contract resources supporting multiple concurrent technology procurement initiatives.
  • Execute established procurement strategies and plans while providing input regarding contracting vehicles, procurement approaches, sequencing, schedules, risks, and implementation considerations.
  • Lead complex technology and professional services procurements from planning through solicitation, evaluation, negotiation, vendor selection, contract execution, and transition to delivery.
  • Develop and coordinate procurement packages that may include DBITS statements of work, RFOs, TSS requests, RFPs/RFQs, scopes of work, requirements, evaluation criteria, schedules, attachments, and supporting procurement documentation.
  • Develop and manage procurement project plans, schedules, milestones, dependencies, assignments, priorities, review cycles, approvals, and critical-path activities.
  • Coordinate business, technical, procurement, legal, finance, management, and other stakeholders required to successfully complete procurement activities.
  • Plan and coordinate vendor-facing activities including pre-proposal conferences, questions and answers, addenda, clarifications, negotiations, and other activities required through vendor selection and award.
  • Plan and coordinate vendor presentations and demonstrations during evaluation periods, including schedules, participants, evaluation requirements, documentation, vendor communications, scoring activities, and follow-up.
  • Develop and administer structured evaluation processes, scoring methodologies, evaluation tools, evaluator instructions, documentation, and evaluation-team activities.
  • Navigate applicable public-sector procurement review, approval, posting, governance, and compliance requirements and identify dependencies or barriers that could affect procurement schedules.
  • Personally develop, review, edit, and complete procurement deliverables as needed while also reviewing teamwork for quality, completeness, consistency, and readiness.
  • Identify and help resolve procurement risks, issues, dependencies, bottlenecks, and schedule constraints; escalate matters requiring management direction when appropriate.
  • Provide concise status, recommendations, risks, dependencies, and decision information to program and senior leadership.
  • Help establish and improve repeatable procurement processes, templates, tracking mechanisms, and lessons learned across client engagements.

Job description

We are searching for a Senior Procurement Project Manager Team Lead for a hybrid project. Austin Area Candidates only. We will reject anyone outside the Austin area. We will reject anyone outside the Austin, Texas area; our Austin, Texas client supports complex technology and professional services procurements across multiple large public-sector clients.

This is a senior, hands-on leadership role responsible for leading procurement project teams while also directly contributing to the development and execution of complex procurement initiatives. The individual will provide structure and direction to assigned resources, establish and manage procurement plans and schedules, coordinate activities across business and technical stakeholders, and personally assist with procurement development and execution as needed to keep initiatives moving.

The role may support procurements across multiple contracting vehicles and approaches, including Deliverables-Based IT Services, Requests for Offer (RFOs), Technology Solution Services RFPs/RFQs, and other technology procurement methods.

The ideal candidate has significant experience with complex technology and IT professional services procurements-not simply general purchasing or commodity acquisition-and combines deep public-sector procurement and contracting knowledge with strong project leadership and hands-on execution skills.

Key Responsibilities

Requirements

  • Demonstrated experience supporting large-scale technology modernization, systems integration, managed services, cloud/data, enterprise software, or similarly complex IT initiatives and procurements.
  • Demonstrated experience leading complex technology, systems integration, software, or professional IT services procurements. Experience focused primarily on commodity, equipment, or routine purchasing does not meet the intent of this role.
  • Demonstrated experience leading procurement teams while remaining directly involved in procurement execution and deliverable development.
  • Demonstrated experience managing end-to-end competitive technology solicitations, including requirements/scope development, solicitation development, vendor communications and Q&A, evaluation activities, vendor presentations/demonstrations, vendor selection, negotiations, and contract award.
  • Experience developing complex procurement documentation, including statements/scopes of work, requirements, evaluation criteria, solicitation attachments, schedules, and supporting materials.
  • Strong project management skills with demonstrated ability to drive multiple procurements, stakeholders, dependencies, reviews, approvals, and deadlines through completion.
  • Strong written communication, facilitation, negotiation, stakeholder management, and executive communication skills.
  • Bachelor's degree or equivalent combination of education and relevant professional experience.
Preferred
  • Government procurement and contracting experience.
  • Familiarity with public-sector procurement review, approval, evaluation, contracting, and oversight processes.
  • PMP, CTCD, CTCM, CPCM, or other relevant project management, procurement, or contract-management certification.
