Job summary

Allied Staff Augmentation Partners seeks a Senior Procurement Manager to join our Capital Projects Procurement team, supporting sourcing, contracting, supplier management, governance, and reporting for capital projects.

You will lead procurement activities, develop strategies reflecting project requirements and market conditions, coordinate reviews, prepare SOWs, and ensure timely, cost-effective, compliant delivery across multiple locations.

Qualifications

  • Bachelor's degree in Construction, Quantity Surveying, or related field.
  • Minimum of 10 years of relevant professional experience.
  • Current membership in RICS, AACE International, or a related professional body.
  • Experience managing procurement activities including sourcing, bidding, supplier selection, contract negotiation, and supplier management.
  • Experience with Master Services Agreements (MSAs) and Statements of Work (SOWs).
  • Experience procuring professional services, construction-related services, consultants, contractors, and project resources.
  • Knowledge of RFx processes (RFIs, RFQs, RFPs).
  • Understanding of procurement risk mitigation and supplier insurance requirements.
  • Strong stakeholder-management, communication, and negotiation skills.
  • Ability to manage multiple procurement activities, approvals, priorities, and deadlines.

Responsibilities

  • Manage procurement activities in accordance with policies, MSAs, and project-specific SOWs.
  • Support teams in developing procurement strategies reflecting requirements, risks, timelines, and market conditions.
  • Coordinate internal procurement reviews and approvals, including documentation and client presentation.
  • Assist in preparing SOWs, obtaining approvals, and raising purchase requisitions and orders.
  • Manage and report procurement activity including sourcing, bidding, supplier selection, and invoicing.
  • Facilitate RFIs, RFQs, and RFPs to establish supplier panels and rate cards.
  • Partner with project teams to procure professional services and construction-related resources.
  • Work with procurement, legal, and contract teams on contractual issues with local-market knowledge.
  • Support contracting procedures using industry best practices.
  • Advise stakeholders on risk mitigation, including COIs and performance bonds.
  • Ensure supplier documentation is in place before work begins.
  • Identify supplier performance issues and support escalation/resolution.
  • Evaluate alternative sourcing opportunities to improve value and speed to market.
  • Initiate supplier onboarding and gather required supplier information.
  • Provide procurement guidance and training to project managers, clients, and stakeholders.
  • Maintain procurement records and provide regular progress reports.

Position Overview:

ASAP is seeking an experienced Senior Procurement Manager to join a Capital Projects Procurement team supporting the successful delivery of capital projects and programs.

The Capital Projects Procurement team supports the sourcing, purchasing, contracting, supplier management, governance, and reporting activities required to successfully deliver capital projects and programs. The team ensures that vendors, consultants, contractors, and other resources needed for each project are engaged in a timely, cost-effective, and compliant manner while maintaining quality, managing risk, and supporting the organization's strategic objectives.

Location Requirement:

This is a hybrid position. Candidates must be local and currently within reasonable driving/commuting distance of an office in New York, NY; Raleigh, NC; San Jose, CA; or Dallas, TX

Key Responsibilities:
  • Manage procurement activities in accordance with organizational policies, sourcing guidelines, and contractual requirements, including Master Services Agreements (MSAs) and project-specific Statements of Work (SOWs).
  • Support project teams in developing procurement and contracting strategies that reflect project requirements, risks, timelines, and market conditions, and assist in presenting sourcing strategies for client approval.
  • Coordinate internal procurement reviews and approvals, including compiling supporting documentation, checking submissions for completeness, recording decisions and actions, and presenting materials for client approval.
  • Assist in preparing Statements of Work, obtaining required approvals and signatures, and supporting the process of raising purchase requisitions through purchase order issuance.
  • Manage and report procurement activity, including sourcing, competitive bidding, supplier selection, risk analysis, contract negotiation, purchase orders, and invoicing.
  • Facilitate Requests for Information (RFI), Requests for Qualifications (RFQ), and Requests for Proposals (RFP/RFx), including procurement initiatives to establish or update supplier panels and service rate cards.
  • Partner with project teams to procure professional services, construction-related services, and other resources required for project delivery.
  • Work with procurement, legal, and contract negotiation teams when contractual issues arise, providing relevant project and local-market knowledge.
  • Support the development and implementation of project-specific contracting procedures using industry best practices.
  • Advise stakeholders on appropriate risk mitigation measures, including insurance requirements, confidentiality agreements, performance bonds, and other contractual protections where required.
  • Confirm that required supplier documentation, including Certificates of Insurance (COIs), is in place before work begins.
  • Identify and report instances of supplier performance issues or non-compliance and support the appropriate escalation and resolution process.
  • Evaluate alternative sourcing opportunities, including local, regional, and global solutions, to improve value, quality, resilience, and speed to market.
  • Initiate and facilitate supplier onboarding, working with internal teams and third-party service providers to gather required supplier information.
  • Provide procurement guidance, training, and ongoing support to new and existing project managers, clients, and stakeholders.
  • Maintain accurate procurement records and provide regular reporting on progress, risks, approvals, and outstanding actions.
Required Qualifications:
  • Bachelor's degree in Construction, Quantity Surveying, or a related field.
  • Minimum of 10 years of relevant professional experience.
  • Must be a current member of RICS, AACE International, or another relevant professional body.
  • Demonstrated experience managing procurement activities, including sourcing, competitive bidding, supplier selection, contract negotiation, and supplier management.
  • Experience working with Master Services Agreements, Statements of Work, purchase requisitions, and purchase orders.
  • Experience supporting procurement and contracting activities for capital projects and programs.
  • Experience procuring professional services, construction-related services, consultants, contractors, and/or other project resources.
  • Knowledge of RFx processes, including RFIs, RFQs, and RFPs.
  • Understanding of procurement and contractual risk mitigation, including supplier insurance requirements, confidentiality agreements, performance bonds, and related contractual protections.
  • Strong stakeholder-management skills with the ability to work effectively across project teams, procurement, legal, contract negotiation teams, suppliers, and clients.
  • Strong communication, negotiation, organizational, analytical, and problem-solving skills.
  • Ability to manage multiple procurement activities, approvals, priorities, and deadlines simultaneously.
Professional Membership Requirement:

Current membership in RICS (Royal Institution of Chartered Surveyors), AACE International, or another relevant professional body is required for this position.
