Job summary

Health & Human Services Comm (HHSC) in Austin, TX, seeks a Senior Procurement Analyst (Project Manager IV) to lead complex procurement projects across agencies. The role requires senior-level procurement, business analysis, and cross-functional collaboration with IT, legal, finance, and program teams.

The position oversees procurement life cycles, develops requirements, negotiates with vendors, and ensures compliance with agency goals and regulations, working with diverse stakeholders.

Qualifications

• Minimum four (4) years of experience managing IT, or procurement lifecycle projects.
• Minimum two (2) years of experience in procurement and solicitation development (RFP/RFO), contract development, evaluation, negotiation, and management.
• Minimum one (1) year of experience performing contract negotiations.
• Graduation from an accredited four-year college or university with major course work in business administration, technology, healthcare, finance or related field is generally preferred.

Responsibilities

• Provides advanced procurement management support throughout the procurement lifecycle, including scope management, schedules, stakeholder engagement, and documentation.
• Develops and validates requirements for major procurements (RFOs/RFPs/SOWs), ensures complete, compliant documentation.
• Manages staff development in project management and creates processes for change management and deliverable tracking.
