Job summary

RTX in Tucson, AZ is seeking a Performance Analysis Software and Simulation IPTL to lead the PASS Integrated Product Team. You will drive the IMS, coordinate a multi‑discipline group, and ensure alignment of schedule, cost and technical objectives with program goals.

The role requires a STEM degree with 10+ years of experience in software, performance analysis, modeling and simulation for complex systems, and active US SECRET clearance.

Qualifications

• Degree in STEM and a minimum of 10 years of relevant experience.
• Experience leading teams in software development, performance analysis, modeling, and simulation for complex systems.
• Experience managing multi‑million‑dollar annual budgets.
• Ability to obtain Raytheon PM Certification Level4 within one year of hire.
• Active SECRET security clearance and U.S. citizenship required.

Responsibilities

• Lead the PASS IPT to develop and maintain IMS aligned with program objectives.

• Utilize EVMS methodologies to track and manage scope, cost, and schedule.
• Lead PASS task scope on Phase2 contract proposal efforts.
• Build and lead multi-layer team with CAMs for effective oversight.
• Contribute to leadership decisions as part of the SLCM‑N senior program leadership team.
• Collaborate with the Office of the Chief Engineer to prioritize technical needs.
• Serve as the primary customer interface for PASS IPT with Navy counterparts.
• Provide mentorship and career growth guidance to team leads.
• Ensure EAC and LRE development and sign-off for PASS IPT scope.

Performance Analysis Software and Simulation (PASS) Integrated Product Team Lead (IPTL)

Location: Tucson, AZ – Onsite

Responsibilities

• Lead the PASS IPT in developing and maintaining a robust program Integrated Master Schedule (IMS) that aligns with program objectives.
• Oversee the development and delivery of performance analysis software, simulation models, and tools to predict and validate missile functionality.
• Utilize Earned Value Management System (EVMS) methodologies to track and manage the program’s scope, cost, and schedule.
• Participate on the Phase2 contract proposal team as the lead for PASS task scope, ensuring alignment with overall program objectives.
• Build and lead a multi‑layer team organization with delegated sub‑IPTLs and/or Control Account Managers (CAMs) to ensure effective oversight and execution.
• Serve as a key member of the SLCM‑N senior program leadership team, contributing to leadership decision‑making and strategic program direction.
• Collaborate with the Office of the Chief Engineer (OCE) to prioritize technical and execution needs, maintaining alignment with program and customer goals.
• Serve as the primary customer interface for all PASS IPT scope, building and maintaining strong relationships with Navy program office counterparts.
• Provide mentorship, performance feedback, and career growth guidance to team leads, fostering a culture of accountability and leadership development across the IPT.
• Ensure Estimate at Complete (EAC) and Latest Revised Estimate (LRE) development and sign‑off for the PASS IPT scope.

Qualifications

• Typically requires a degree in Science, Technology, Engineering or Math (STEM) and a minimum of 10 years of prior relevant experience.
• Experience leading teams in software development, performance analysis, modeling, and simulation for complex systems.
• Experience managing resources with multi‑million‑dollar annual budgets.
• Ability to achieve Raytheon PM Certification Level4 within one year of hire.
• Active and transferable U.S. government issued SECRET security clearance is required prior to start date.
• U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Preferred Qualifications

• Experience leading and executing the design and development of performance simulation environments for missile or defense systems.
• Leadership experience on efforts where EVMS and Agile execution methodologies were used in tandem.
• Demonstrated ability to interact with and influence stakeholders, including the Department of Defense (DoD), commercial customers, and non‑traditional customer sets.
• Proven ability to develop effective internal and external customer relationships to ensure satisfaction and success.
