Job summary

Raytheon in Tucson, AZ is seeking the Performance Analysis Software and Simulation (PASS) IPTL to lead the development and execution of advanced software and simulation efforts, ensuring missile performance meets program requirements and coordinating across Raytheon locations.

Qualifications

  • Typically requires a STEM degree and 10+ years of relevant experience.

  • Ability to obtain a U.S. government SECRET clearance and Raytheon PM Certification Level 4 within 1 year.

Responsibilities

  • Lead the PASS IPT in developing and maintaining a robust IMS aligned with program objectives.
  • Oversee development and delivery of performance analysis software, simulation models, and tools to validate missile functionality.
  • Employ EVMS methodologies to track scope, cost, and schedule for the program.
  • Lead the PASS task scope during Phase 2 contract proposals for alignment with program goals.
  • Build and lead a multi-layer team with sub-IPTLs/CAMs to ensure oversight and execution.
  • Serve on the SLCM-N senior program leadership team to shape strategic direction.
  • Collaborate with the program Office of the Chief Engineer to prioritize technical needs and customer goals.
  • Iface with Navy program office as primary PASS IPT contact and maintain strong customer relationships.
  • Provide mentorship and career growth guidance to team leads.
  • Ensure EAC and LRE development and sign-off for the PASS IPT scope.

The Sea‑Launched Cruise Missile‑Nuclear (SLCM‑N) program is a critical Navy initiative designed to provide the United States with a "non‑strategic regional presence" that deters adversaries.

Position

As the Performance Analysis Software and Simulation (PASS) Integrated Product Team Lead (IPTL), you will oversee the development and execution of advanced software and simulation efforts to ensure missile performance meets program requirements. This includes responsibility for software development, performance modeling, and simulation environments critical to predicting and validating system capabilities. This role carries full cost, schedule, and technical leadership responsibilities for a multidisciplinary team and requires collaboration across multiple Raytheon locations.

This position is onsite based in Tucson, Arizona.

What You Will Do
  • Lead the PASS IPT in developing and maintaining a robust program Integrated Master Schedule (IMS) that aligns with program objectives.
  • Oversee the development and delivery of performance analysis software, simulation models, and tools to predict and validate missile functionality.
  • Utilise Earned Value Management System (EVMS) methodologies to track and manage the program's scope, cost, and schedule.
  • Participate on the Phase 2 contract proposal team as the lead for PASS task scope, ensuring alignment with overall program objectives.
  • Build and lead a multi‑layer team organization with delegated sub‑IPTLs and/or Control Account Managers (CAMs) to ensure effective oversight and execution.
  • Serve as a key member of the SLCM‑N senior program leadership team, contributing to leadership decision‑making and strategic program direction.
  • Collaborate with the program Office of the Chief Engineer (OCE) to prioritise technical and execution needs, maintaining alignment with program and customer goals.
  • Serve as the primary customer interface for all PASS IPT scope, building and maintaining strong relationships with Navy program office counterparts.
  • Provide mentorship, performance feedback, and career growth guidance to team leads, fostering a culture of accountability and leadership development across the IPT.
  • Ensure Estimate at Complete (EAC) and Latest Revised Estimate (LRE) development and sign‑off for the PASS IPT scope.
Qualifications You Must Have
  • Typically requires a degree in Science, Technology, Engineering or Math (STEM) and a minimum 10 years of prior relevant experience.
  • Experience leading teams in software development, performance analysis, modelling, and simulation for complex systems.
  • Experience managing resources with multi‑million‑dollar annual budgets.
  • Ability to achieve Raytheon PM Certification Level 4 within one year of hire.
  • Active and transferable U.S. government issued SECRET security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
Qualifications We Prefer
  • Experience in leading and executing the design and development of performance simulation environments for missile or defence systems.
  • Leadership experience on efforts where EVMS and Agile execution methodologies were used in tandem.
  • Demonstrated ability to interact with and influence stakeholders, including the Department of Defense (DoD), commercial customers, and non‑traditional customer sets.
  • Proven ability to develop effective internal and external customer relationships to ensure satisfaction and success.

The salary range for this role is 132,400 USD - 251,600 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
