Job summary

Kearney & Company is seeking a PPBE Senior Consultant to join our team supporting the continuing financial management transformation efforts at a DHS component. The ideal candidate will work within a cross-functional team continuing the design and implementation of a OneStream-based budget formulation and budget execution planning system.

Salary range for this position is $103,000 to $180,000, with potential bonuses. The role requires U.S.

Qualifications

• Bachelor's degree in Accounting, Finance, Business, Economics, or related field.
• Minimum 15 years of DoD financial management, budget, PPBE, or related consulting experience.
• Understanding of federal budget formulation and execution.
• Ability to translate complex financial-management requirements into business and system requirements.
• Strong executive communication and facilitation skills.
• Able to obtain and maintain a security clearance (requires U.S. citizenship).
• Minimal travel as designated by the client.

Responsibilities

• Lead PPBE and budget formulation requirements across the implementation of OneStream.
• Advise the team on CFO operations, appropriations, exhibits, CJ volumes, formulation, review, approval, and downstream budget processes.
• Lead senior-level functional discussions with stakeholders.
• Translate financial management requirements into functional design and acceptance criteria via a requirements traceability matrix.
• Review OneStream solution design for alignment to system owner/user expectations.
• Test OneStream solution prior to delivery to the client to ensure system meets user expectations.
• Support user acceptance testing (UAT) by administering the testing and/or assisting with development of testing documentation.
• Support user training by delivering training (in-person) or virtually and/or assisting with development of training documentation.
