Job summary

Spectrumforce Technologies seeks a Senior Portfolio PMO / Program Manager in Rosemead, CA. Hybrid onsite—Tuesdays and Wednesdays, with additional days as requested. The role focuses on owning the integrated portfolio workplan, managing budget, risks, and governance to enable senior leadership decisions.

The candidate will drive cross-functional coordination across Customer Service, IT, Finance, and delivery partners, while maintaining a durable PMO framework and templates for ongoing operations.

Qualifications

• Own the integrated portfolio workplan across milestones, dependencies, and stage-gate readiness.
• Demonstrate portfolio financial management including forecast, actuals, and variance explanations.
• Maintain risks, issues, actions, decisions, dependencies, and changes with owners and aging.

Responsibilities

• Prepare weekly and monthly portfolio rollups for senior leadership.
• Administer governance, intake, and change control for additions, descopes, pauses, and reprioritization.
• Coordinate vendor and contract oversight with cross-functional partners (Customer Service, IT, Finance, Procurement, delivery).
• Design and maintain operating model, RACI, governance calendar, escalation paths, and boundary with the DXR PMO.
• Support business and IT project-lead pairings without taking over delivery accountability.
• Create a durable PMO package with templates, cadence, and handoff instructions.

• Own the integrated portfolio workplan, including milestones, dependencies, critical path, stage-gate readiness, and ownership.
• Consolidate baseline budget, forecast, actuals, contingency, and variance explanations; reconcile the Customer Service view with IT reporting.
• Maintain integrated risks, issues, actions, decisions, dependencies, and changes with owners, dates, escalation thresholds, and aging.
• Prepare weekly and monthly portfolio rollups and concise, decision-ready materials for senior leadership and governance forums.
• Operate governance, intake, and change control for additions, descopes, pauses, and reprioritization.

Required Skills / Attributes

• Ownership of an integrated portfolio with at least three meaningful technology workstreams.
• Joint business and IT PMO experience.
• Portfolio financial management, forecasting, reconciliation, and value tracking.
• Risk, issue, decision, dependency, and change-control discipline.
• Executive communication that converts complexity into clear decisions, consequences, and next steps.
• Multi-vendor technology-transformation experience.
• Ability to drive closure across senior stakeholders without direct authority.
• Comfort with hybrid Agile and stage-gated governance.
• Credible examples or sanitized work samples of integrated plans, executive reporting, financial rollups, or decision governance.

Desired Skills / Attributes

• Utility or other regulated-industry experience.
• Customer-service technology experience, including conversational AI, contact-center platforms, billing, collections, SAP, or related systems.
• Experience mobilizing a new PMO and leaving a sustainable operating model.
• Familiarity with enterprise portfolio tools and governance forums comparable
