Job summary

Management Solutions is seeking an experienced Portfolio Manager in Washington, DC to oversee the federal infrastructure financing portfolio, including loans and guarantees, from post-closing through repayment. Lead risk assessments, borrower monitoring, amendments, and advisory work for senior federal stakeholders.

Qualifications

• Bachelor's degree in finance, accounting, economics or related field is required.
• Experience in commercial lending, project finance, or portfolio risk management.
• Strong financial modeling and credit risk assessment skills.
• Citizenship requirement: U.S. citizenship or ability to obtain Public Trust determination.

Responsibilities

• Oversee a federal infrastructure financing portfolio of loans, loan guarantees, and other financing arrangements, evaluating borrower performance and portfolio health.
• Lead financial and credit risk assessments, including financial modeling of project viability and repayment capacity.
• Develop and implement project-specific credit monitoring plans with performance indicators and schedules.
• Review financial statements, covenant compliance documentation, and key contracts to evaluate performance and compliance.
• Monitor energy markets, regulatory developments, and industry trends affecting risk.
• Evaluate amendments, waivers, extensions, deferrals, and other post-closing modifications with recommendations.
• Lead negotiations with borrowers, lenders, creditors, and federal stakeholders on modifications and distressed transactions.
• Lead multidisciplinary teams to evaluate complex transactions and resolve emerging issues.
• Prepare and present portfolio performance reports, credit memoranda, and executive briefings for senior management.
• Strengthen portfolio monitoring procedures and ensure records are maintained in portfolio systems.
