Baltimore City is seeking a Senior Policy and Program Analyst in MOED to lead cross-functional analytics efforts, analyze strategic issues for senior leadership, and support workforce development initiatives.

The role emphasizes data systems expertise, communication to non-technical audiences, and building scalable analytic capabilities to inform policy and program design for the City’s workforce system.

Qualifications

• Bachelor’s degree in data science, Statistics, Applied Mathematics, Computer Science, or Computer Engineering.
• Three or more years of experience in program evaluation, coordination, planning, strategic workforce development, and related work.

Responsibilities

• Lead a team of evaluators who prepare analysis for action plans, program performance and evaluation reports.
• Inherit, improve, and expand MOED’s analytic stack to better evaluate performance and guide growth.
• Provide consulting, project management for strategic initiatives deemed critical to the agency’s success.
• Examine, develop, format, and query databases to produce narrative reports and dashboards.
