Job summary

FedTech in Arlington, VA seeks a senior policy/technology transfer specialist to shape and implement Navy tech transfer guidance. You will translate federal requirements into actionable policy, collaborate with legal, IP, security, and labs, and develop templates and manuals to streamline processes.

The role requires 7+ years in DoW/Navy tech transfer, strong writing, and the ability to work across multiple organizations; U.S. citizenship and security considerations are a plus.

Qualifications

• 7+ years of DoW, Navy, or federal technology transfer policy experience.
• Experience drafting or negotiating technology transfer agreements (CRADAs, patent licenses).
• Experience developing technology transfer policies, handbooks, or templates with federal guidance.
• Strong policy and technical writing skills to translate regulatory requirements into guidance.
• Ability to collaborate across organizations and stakeholder groups.
• U.S. citizenship; active or transferable security clearance a plus.

Responsibilities

• Draft and update technology transfer policies, instructions, guidance memoranda, handbooks, and manuals including SECNAVINST requirements.
• Develop and maintain standard technology transfer agreement templates (CRADAs, licenses, MTAs, NDAs).
• Monitor changes to federal statutes and DoW policies and translate into clear guidance.
• Coordinate policy development across legal, IP, security, contracting, and labs.
• Assess policy changes impact on templates, procedures, and training materials.
• Provide policy interpretation and support reporting, data calls, oversight, and audits.
