What you'll do:

In this role, you will help build the knowledge and skills that make technology transfer work for Navy programs. You’ll own the learning experience from curriculum development through delivery and evaluation, ensuring that participants leave training with the knowledge and tools they need to apply what they’ve learned in their day-to-day work.

Key responsibilities include:
  • Develop standardized Department of Navy (DON) technology transfer training briefs and professional development materials for Office of Research and Technology Applications (ORTAs) to deliver to scientists and engineers, leadership, industry, and academic partners.
  • Develop practical best-practice resources and toolkits covering areas such as invention evaluation, IP portfolio management, innovation discovery events, IP marketing and licensing, and reverse pitch activities.
  • Coordinate and support ORTA and Legal training workshops, including developing materials and assisting with delivery.
  • Develop and distribute a monthly newsletter for DON technology transfer stakeholders, highlighting relevant updates, resources, best practices, and opportunities.
  • Draft original content for the DON technology transfer Annual Report and provide writing support for FLC and OSW technology transfer award submissions.
  • Provide technical support and assistance to DON technology transfer offices on training, communications, and related initiatives.
  • Gather stakeholder feedback and identify opportunities to improve training, professional development resources, and technology transfer capabilities.
What success looks like:
  • Technology transfer training briefs, best-practice toolkits, workshops, and monthly newsletters are delivered consistently and on schedule.
  • Training and workshops are practical, engaging, and well received by participants, with strong positive feedback.
  • Resources are clear, actionable, and help technology transfer professionals and research organizations strengthen their practices and capabilities.
Successful candidates will have the following qualifications:
  • 6+ years of experience working in DoW or Navy technology transfer programs, with demonstrated experience designing and delivering training, curriculum, or professional development programs
  • Practical knowledge of technology transfer agreements and processes, including CRADAs, patent license agreements, and education partnership agreements.
