Job summary

Health & Human Services Commission in Texas is seeking a Senior Policy Advisor (Program Specialist VII) to lead complex policy analysis, regulatory interpretation, and strategic project work within the HCR Policies and Rules Unit. The role provides executive-level support, collaborates with internal and external stakeholders, and requires strong judgment, communication, and management skills.

Travel up to 25%, telework eligible, and coordination with PRU leadership to advance agency priorities.

Qualifications

• Bachelor's or Master's degree in Public Administration, Public Policy, Public Health, Human Services, English, or a related field.
• Experience leading complex projects, advising leadership, and coordinating across teams.
• Excellent written communication and ability to translate complex policy into actionable guidance.

Responsibilities

• Lead advisor on high-priority projects and initiatives for PRU.
• Develop, implement, and evaluate projects with stakeholder collaboration.
• Analyze state and federal legislation; provide implementation impact analysis.
• Mentor and lead PRU team; ensure quality and consistency of work products.
• Travel statewide as needed to support policy needs and represent the agency.
