Job summary

The Texas Health and Human Services Commission (HHSC) seeks a Policy and Rules Specialist (Program Specialist VI) to plan, research, develop, and implement CCR rules, policies, and handbooks. The role involves analyzing legislation, cost estimates, and coordinating with stakeholders to inform rulemaking.

Qualifications

• Bachelor's degree preferred or four years of relevant experience.
• Experience leading projects, interpreting statutes, rules, or policy.
• Supervisory experience preferred.

Responsibilities

• Plans rule projects, conducts research, interprets statutes, and drafts rules for the Texas Administrative Code.
• Develops program policy content and guidance for CCR staff and stakeholders.
• Completes activities related to legislation, cost estimates, and implementation plans.
• Collaborates with leadership and other agencies; leads workgroups on statewide initiatives.
• Develops communications and presentations for leadership and stakeholders.
• Maintains current knowledge of federal/state standards to support program goals.
