Job summary

TJFACT is seeking a Senior Police Advisor to support the Department of State – INL/AME at the U.S. Embassy Kinshasa, DRC.

The role focuses on assessing and strengthening Congolese policing, mining security, and anti-corruption measures, while coordinating with embassy staff and international partners. Responsibilities include leading training, providing technical assistance to PNC leadership, and ensuring rigorous monitoring and reporting on program outcomes to support U.S.

Qualifications

• Experience advising on police reform and security sector governance.
• Ability to develop training programs for police and mining security units.
• Knowledge of international security assistance programs and donor coordination.
• Strong report writing and briefing skills for Embassy and DoS audiences.

Responsibilities

• Assess Congolese law enforcement capabilities and provide targeted recommendations.
• Develop and deliver training for PNC leadership, investigators, and trainers.
• Coordinate with INL Kinshasa, embassy RSOs, DoD, and donors to align programming.
• Oversee monitoring, evaluation, and reporting on project impact and indicators.
• Support end-use monitoring to ensure proper use of resources and assets.
• Advise on corruption prevention, transparency, and community policing reforms.
