Job summary

TJFACT is seeking a Senior Police Advisor to support the Department of State – INL/AME at the U.S. Embassy Kinshasa, DRC. The position focuses on specialized policing expertise, mining sector security, and interagency coordination to strengthen law enforcement capabilities and safeguard U.S.

interests. The role requires extensive overseas and embassy experience, with leadership in training, reform, and strategic planning in challenging environments.

Qualifications

• Bachelor's degree or higher in a related field; 18+ years of law enforcement/military experience may substitute
• Experience briefing in English is required
• Foreign language: French proficiency at 3/3 level is preferred (if applicable)

Responsibilities

• Assess and advise on Congolese law enforcement institutions and PNC units at national, provincial, and municipal levels across mining regions.
• Review training facilities and advise on academy efficiency and core policing competencies.
• Provide technical assistance to PNC leadership, officers, and training directors to improve operations and investigations.
• Monitor and report on influence of armed groups and foreign actors in mining regions and on supply chain security.
• Coordinate reviews of community policing initiatives, disciplinary procedures, and reform efforts to strengthen professional standards.
