Parsons is seeking a Project Director - Construction (PMO) to lead the establishment and implementation of a PMO for a major infrastructure program. The role involves secondment to a government entity to oversee project governance, planning, and performance reporting.

The ideal candidate has 17–20 years of experience in infrastructure and master planning, with proven PMO experience and the ability to interact with senior government stakeholders. Arabic skills are preferred.

Qualifications

• Bachelor’s degree in Engineering or a related discipline from a recognized university.
• 17–20 years of professional experience in infrastructure and construction.
• Proven PMO experience and ability to establish governance frameworks.
• Experience on Middle East projects; Arabic speakers preferred.

Responsabilités

• Define the PMO model and implementation roadmap by assessing client needs and maturity.
• Establish PMO vision, mandate, structure, and operating model.
• Define governance requirements for projects, programmes, and portfolio.
• Standardize PM methodologies, procedures, templates, and controls.
• Establish integrated planning, cost management, risk, change, reporting, and assurance processes.
• Provide executives with reliable performance information and early warnings.
• Build a scalable PMO to support the current and future project portfolio.
• Deliverables include PMO Charter, governance map, and framework templates.
