Job summary

General Dynamics Information Technology, Inc. is seeking a Platform Engineer Sr. Principal in Albany, NY to lead eMedNY enterprise architecture across mainframe and cloud, acting as deputy to the program CTO and a senior technical authority.

You will set technical direction for the platform, govern architecture boards, ensure HIPAA/HITECH and FedRAMP compliance, and communicate with NYSDOH leadership while mentoring leads and coordinating with vendors.

Qualifications

• Bachelor’s in Computer Science, Information Systems, Engineering, or related field; MS in IT or MBA preferred.
• 10+ years in enterprise or solution architecture and technology leadership.
• 5+ years as the accountable technical lead on large programs.
• Hands-on with IBM z/OS mainframe: COBOL, CICS, DB2, VSAM, JCL.
• Experience with AWS cloud-native architecture, containers, and CI/CD at enterprise scale.
• Knowledge of TOGAF or Catalyst frameworks.
• Familiar with HIPAA/HITECH, NIST SP 800-53, FISMA, and FedRAMP.
• Understanding healthcare data standards: X12, HL7 FHIR, NCPDP.
• Ability to operate as senior technical authority and communicate to client leadership.

Responsibilities

• Set and defend the technical direction for architecture across mainframe and cloud.
• Maintain knowledge of z/OS, COBOL, CICS, DB2, VSAM, JCL and batch scheduling.
• Represent technical position to NYSDOH leadership via briefings and procurement questions.
• Mentor program leads in security, governance, and operations.
• Chair architecture and delivery-review boards; maintain standards and reference architectures.
• Assess CMS/regulatory requirements for roadmaps and delivery plans.
• Direct compliance posture against HIPAA/HITECH, NIST, FedRAMP; manage risk.
• Oversee vendor decisions, licensing, and cost optimization.
• Provide executive status reports, documentation, and risk analyses.
