Job summary

Division of Water within the Delaware Department of Natural Resources and Environmental Control seeks a Principal Planner to oversee multiple programs, lead permitting reform, and coordinate cross-agency initiatives. Qualifications

Experience applying principles of planning in Regulatory Development and Permitting Reform.
Experience interpreting environmental policies, rules, and regulations.
Experience planning and evaluating planning projects to meet objectives.

Responsibilities

Analyze and assess data, problems and issues and their impact on programs and the environment.
Define and evaluate alternative uses of resources, costs and benefits, and implications for policy and regulations.
Develop recommended courses of action for public/private decisions in plans, policies, budgets and legislation to drive change.
Formulate plans and policies addressing social, economic, and physical needs of communities.
Develop and promote strategies for implementing plans, policies and programs.
Build consensus with community leaders and stakeholders through negotiations and facilitation, including broad outreach.
