Job summary

The City and County of San Francisco is seeking two Temporary Exempt Senior Administrative Analysts to support the PermitSF modernization project. These full-time roles focus on analyzing business processes, configuring systems, and coordinating across City departments to implement new permit types and reporting capabilities.

Reporting to the PermitSF Program Manager, the analysts will help advance the OpenGov platform adoption, test configurations, and drive adoption of new permitting processes

Qualifications

• Desirable qualifications include experience in government operations, permitting systems and enterprise technology implementation.
• Also desirable: business process analysis, stakeholder engagement and change management.
• Experience translating business requirements into technology solutions or system configurations.
• Familiarity with OpenGov or similar permitting platforms.
• Ability to translate technical concepts for diverse audiences.
• Experience with Agile or iterative project delivery.
• Strong project coordination, communication and organizational skills.
• Experience across complex, cross-functional projects.
• Commitment to equity and customer service.

Responsibilities

• Conduct discovery sessions with departments to understand business needs and permitting requirements.
• Analyze and document permitting processes, identify inefficiencies and improve workflows.
• Advise departments on business process changes to support PermitSF portal.
• Coordinate with staff, technical leads, leadership, vendors and stakeholders.
• Identify data needs and support validation of data pipelines and models for permit tracking.
• Configure and validate OpenGov to support future-state processes.
• Coordinate with vendor teams on configuration, testing, defects and enhancements.
• Support training, communications, readiness activities and user adoption.
• Track milestones, dependencies, testing, rollout schedules and activities across workstreams.
• Maintain project documentation and change management materials.
• Monitor performance and support ongoing process improvements.
• Support launch of new permit types on PermitSF Portal.
