Job summary

NOVA Parks is seeking a Senior Project Manager - Design & Construction to lead complex capital projects from planning through turnover, including park development, renovations, and master planning in the Northern Virginia region. You will manage budgets, schedules, consultants, and permits while coordinating with park operations and stakeholders.

Responsibilities include leading procurement, design coordination, and public engagement, with a focus on compliant contracting and grant-funded

Qualifications

• Bachelor’s degree in a related field and ten to fifteen years of related experience.
• Experience leading complex capital projects through planning, design, permitting and construction.
• Knowledge of Virginia procurement, local codes, and contract administration.
• Ability to manage consultants, public engagement, and grant funding coordination.

Responsibilities

• Lead planning, budgeting, design, permitting, bidding, and contracting of park development projects.
• Prepare RFPs, evaluate responses, contract professional services and oversee project delivery.
• Manage consultant teams on feasibility studies, permit plans, and construction documents.
• Lead public engagement and outreach to diverse park users.
• Administer grants and alternative financing for funded projects.
• Oversee construction budgets, schedules, inspections, and turnover to staff.
