Qualifications

• 10+ years in program management, management consulting, or organizational transformation for federal clients.
• Proven leadership of federal organizational assessments and redesign efforts.
• Experience managing complex firm-fixed-price engagements with tight schedules and deliverables.
• Ability to engage senior federal leaders, communicate tradeoffs, and maintain trust.
• Excellent executive writing, briefing, and presentation skills.

Responsibilities

• Serve as delivery lead across two phases: OGPS redesign and OPLIA execution; maintain continuity.
• Act as senior interfacing advisor with FDA leadership and COR; manage stakeholder concerns.
• Mobilize and govern delivery approach, staffing, and schedules; ensure smooth transitions.
• Lead organizational assessment activities and identify strengths, gaps, and dependencies.
• Design and facilitate sensitive interviews and leadership sessions to build trust.
• Ensure balanced, evidence-based assessment products with clear recommendations.
