Job summary

Systems Planning and Analysis, Inc. (SPA) seeks a Senior Analyst to provide hybrid support from the National Capital Area for DHS/CISA services.

You will engage in strategic planning, policy analysis, and executive-level support, interfacing with stakeholders across federal partners and industry. The role requires a Bachelor's degree with 12+ years of related experience and an active Secret clearance with DHS Suitability.

Qualifications

• Bachelor's degree and 12+ years of related experience.
• Active Secret clearance and ability to obtain DHS Suitability.
• Strong technical writing, briefing, meeting facilitation, and executive-level communication skills.
• Flexible to work both on a government site when necessary as well as in SPA facilities.

Responsibilities

• Provide strategic, analytical, and stakeholder-coordination support to DHS customers (CISA) within SED.
• Partner with analytics, operations research, and technical teams to define requirements and develop dashboards and workflows.
• Develop approaches to measure ROI and outcomes of CISA services and engagement activities.
• Analyze stakeholder data and translate results into actionable recommendations and communications for leadership.
• Coordinate outreach and planning among CISA offices, Federal partners, and industry stakeholders.
• Develop strategic plans, policy papers, and decision-support materials to advance CISA priorities.
• Facilitate meetings, manage action items, risks, schedules, and deliverables for coordinated execution.
