Job summary

Air Force Civilian Service is seeking 2 full-time Operations Research Analysts (NH-1515-03) at Offutt AFB, Bellevue, NE, to support USSTRATCOM in nuclear planning and analysis. The role involves high-fidelity simulations, modeling, and collaborative analysis to strengthen national security.

You will evaluate options, develop data-driven insights, and contribute to decision-support for current and future operations plans. U.S. citizenship and Top Secret clearance are required.

Qualifications

  • US citizenship and ability to obtain/maintain Top Secret clearance.
  • Knowledge of broad OR analysis techniques and analytical abilities.
  • Knowledge of quantitative techniques and models to resolve problems.
  • Ability to lead study teams and develop/implement ideas within time/financial constraints.
  • Ability to develop data collection techniques and to design and use models/simulations.

Responsibilities

  • Evaluate and improve the effectiveness of nuclear options to meet objectives while reducing risk.
  • Conduct high-fidelity modeling of U.S. and adversary systems to support presidential decision-making on nuclear matters.
  • Serve as the focal point for nuclear and global strike analysis supporting current/future USSTRATCOM OPPLANs/missions.
  • Measure the ability to meet plan objectives, communicate deficiencies, and propose mitigations.
  • Provide direct engineering, development, and testing of system models for survivability and lethality analysis.

The Air Force Civilian Service (AFCS) is looking for 2 full-time Operations Research Analysts (NH-1515-03), located at the United States Strategic Command (USSTRATCOM), War Plans Analysis Branch (J5N91), at Offutt Air Force Base in Bellevue, Nebraska.

As America’s adversaries continue to rapidly outpace us in modernizing and growing their nuclear arsenals, our ability to provide a credible strategic deterrent is being challenged. To counter the growing threat, it is vital that USSTRATCOM finds innovative and creative ways to optimize our existing capabilities and nuclear employment plans.

Mission & Key Responsibilities
  • Evaluate and improve the ability of nuclear options to accomplish objectives with the goal of reducing risk to the U.S.
  • Conduct high-fidelity modeling of U.S. and adversary systems to support the President of the U.S. in nuclear decision-making.
  • Serve as the focal point for nuclear and global strike analysis supporting current and future USSTRATCOM Operation Plans (OPLANs)/missions.
  • Measure USSTRATCOM’s ability to meet plan objectives, communicate deficiencies, and provide mitigation recommendations.
  • Provide direct engineering, development, and testing of system models supporting survivability and lethality analysis.

Salary Range: $107,501.00 – $139,753.00

  • Relocation incentives may be available based on qualifications.
Key Requirements & Qualifications
  • U.S. Citizenship
  • Must be able to obtain and maintain a Top Secret security clearance
  • This is a mandated drug testing position
  • Knowledge of a broad range of operations research analysis techniques and possession of analytical abilities.
  • Knowledge of quantitative techniques and methods used to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions.
  • Skill to negotiate and/or defend findings and program support concepts.
  • Ability to lead study teams; originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints.
  • Ability to develop and utilize appropriate data collection techniques and design, build, and use models and simulation techniques.

Degree Requirements: In operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

  • STEM related degree OR Experience and 24 hours of math (3 of which are Calculus)
