Job summary

SHINE Technologies, LLC is seeking a Licensing Manager - Recycling in Janesville, WI to lead a team responsible for licensing and compliance activities related to used nuclear fuel recycling. The role interfaces with regulators including the NRC to advance SHINE’s licensing strategies and ensure alignment with technical deliverables.

Requirements include a bachelor’s degree in engineering/science or equivalent nuclear experience, 7+ years in regulatory affairs, and strong knowledge of 10 CFR

Qualifications

• Bachelor's degree or equivalent experience such as Senior Reactor Operator License or Naval Nuclear Propulsion Program.
• At least 7 years of nuclear experience in regulatory affairs, engineering, operations, or quality assurance.
• Demonstrated knowledge of 10 CFR Part 50 or 70 and regulatory guidance.
• Proficient in Microsoft Office Suite and Adobe Acrobat Pro.

Responsibilities

• Define, develop, and execute SHINE’s licensing strategies for UNF recycling.
• Oversee licensing activities including regulatory engagement plans and agency reviews.
• Develop licensing correspondence ensuring completeness and accuracy.
• Maintain SHINE licensing bases and related programs.
• Interface with regulators on pre-application engagements, reviews, and oversight.
• Ensure licensing documents from agencies are accurate and consistent with SHINE licensing basis.
• Prepare and deliver licensing presentations to internal/external stakeholders.
• Lead resolution of key strategic licensing issues.
• Develop and manage the departmental budget.
• Participate in industry- and regulator-led regulatory activities.
• Perform other duties as assigned.
