Job summary

SHINE Technologies is seeking a Licensing Manager - Recycling to lead a team of licensing staff responsible for licensing and compliance activities related to used nuclear fuel (UNF) recycling activities conducted in accordance with applicable local, state, and federal regulations.

The Licensing Manager - Recycling ensures adequate implementation of SHINE's licensing strategies via the coordination of work activities, identifying and resolving licensing-related issues, and ensuring alignment

Qualifications

• Bachelor's degree or equivalent in engineering or science or related field.
• Minimum 7 years nuclear regulatory affairs experience.
• Knowledge of 10 CFR Part 50/70.
• Experience with NRC and Agreement State licensing.
• Proficiency in Microsoft Office Suite and Adobe Acrobat Pro.
• Strong communication with regulators and internal stakeholders.

Responsibilities

• Define, develop, and execute SHINE's licensing strategies related to UNF recycling.
• Oversee licensing activities including engagement plans, pre-application engagements, and regulatory reviews.
• Maintain licensing correspondence (license applications, amendments, etc.) ensuring completeness and accuracy.
• Maintain SHINE licensing bases (Safety Analysis Reports, etc.).
• Interface with regulators in planning engagements, reviews, and oversight.
• Ensure regulator-provided documents are accurate and consistent with SHINE licensing basis.
• Prepare and deliver licensing presentations to internal/external audiences.
• Lead resolution of key strategic licensing issues.
• Develop and manage the departmental budget.
• Participate in industry/regulator regulatory activities.
