Job summary

The State of Missouri is seeking a Senior Non-Commissioned Investigator for the Directors Office in Jefferson City. You will join the Internal Investigations and Welfare Fraud, Claims and Restitution Unit, investigating overpayments and aiding restitution efforts.

Responsibilities include interviewing witnesses, reviewing records, and testifying in proceedings while maintaining accurate case files and coordinating with partner agencies. A Bachelor’s degree and relevant experience are required.

Qualifications

• Bachelor's degree required with 2+ years of relevant experience.
• Relevant certification/licensure as specified or required.
• Knowledge of evidence collection, preservation, and presentation.

Responsibilities

• Answer calls from individuals with public assistance overpayments or offset questions.
• Set up repayment agreements for overpaid benefits.
• Conduct routine pre-employment background checks for DSS or contract staff.
• Enter referrals, complaints, and updates into the DSS database.
• Review wage records and state databases to detect errors or fraud.
• Collaborate with staff, law enforcement, and prosecutors during investigations.
• Compile and preserve evidence for legal actions; review records for violations.
• Locate witnesses or clients to gather basic facts and statements.
• Testify in administrative hearings or court proceedings.
• Track mileage/expenses and manage unit supplies.

Job description

The Directors Office (DO) is looking for a Senior Non-Commissioned Investigator to join our team in the Internal Investigations and Welfare Fraud, Claims and Restitution Unit, Located in Jefferson City.

Semi-monthly salary: The current rate for this position is $2,369.70. Individual(s) selected for this position may receive a higher rate based on a pay differential (e.g. shift, or time-of-service pay).

Annual Salary: $56,872.80

Job Location: Work Location is negotiable.

What You'll Do

• Answer phone calls and questions from individuals who have public assistance overpayments or questions about federal tax refund offsets (Treasury Offset Program).
• Work with individuals to set up repayment agreements to pay back overpaid benefits
• Conduct routine pre-employment background checks for new employees joining the Department of Social Services or contract employees.
• Enter referrals, complaints, and investigation updates into DSS database so case files stay accurate and up to date.
• Search and review wage records, public assistance files, and state databases to spot errors or potential fraud.
• Serve as a liaison with staff, law enforcement agencies, prosecuting attorney's offices, and other governmental agencies in the conduct of investigations and surveillance activities.
• Compiles, analyzes, evaluates, and preserves facts, statements, affidavits, and other evidence for use in legal actions. Examines and analyze a variety of records to secure information concerning suspected violations of Federal and State laws and/or regulations.
• Help locate and talk to witnesses, employers, or clients to gather basic facts and statements when needed.
• Testify in administrative hearing or court proceedings.
• Track and submit monthly state vehicle mileage/expense logs and order everyday office supplies for the unit.

Other Duties

• Assist with other offices and program tasks as assigned.

Minimum Qualifications

Bachelor's degree, 2 or more years of relevant experience, and relevant certification/licensure. Knowledge of sources of information to be utilized in obtaining evidence and documentation, and the principles of identification, preservation, and presentation of evidence. Knowledge of criminal activity and administrative/regulatory violations.

Preferred Qualifications

• Computer Skills: Comfortable using Microsoft Word, Excel, Email, and state computer databases.
• Ability to obtain MULES certification within the first six months on the job. (Training provided)
