Job summary

ETD, Inc. is a Native American and woman-owned environmental consulting firm focused on NEPA documentation for tribal lands across Arizona and New Mexico.

You will own environmental documents end to end on large, federally funded linear infrastructure projects and collaborate with engineers and architects to meet client needs. The role drives NEPA compliance, manages contracts, schedules and budgets, and coordinates with federal agencies including the BIA and BLM.

Qualifications

• 8+ years preparing NEPA documentation for linear infrastructure projects such as fiber, pipeline, transmission or highway.
• At least one Environmental Assessment authored as lead and carried to a signed FONSI or agency decision.
• 3+ years as project manager responsible for schedule, budget and staff including subconsultants.
• Working knowledge of NEPA amendments, CEQ guidance, and NEPA handbooks from federal agencies.
• Direct experience with NHPA Section 106 and ESA Section 7 consultations.
• Experience with the Bureau of Indian Affairs or tribal governments.

Responsibilities

• Prepare Environmental Assessments and supplemental EAs, including alternatives, and carry them through agency review to a signed decision.
• Set environmental review and permitting schedules with the lead agency, cooperating agencies and the project applicant, and align with construction schedule.
• Prepare ESA Section 7 determinations and coordinate with the U.S. Fish and Wildlife Service.
• Coordinate with Section 106 programs, including Programmatic Agreements; schedules depend on each other.
• Manage scope, budget and schedule on fixed-price, deliverables-based contracts, including invoicing.
• Report weekly, internally and to the client.
• Review biologists' and archaeologists' reports for quality before release and direct subconsultants.
